"Isip, Salita, Gawa" is a knowledge exchange program conducted by the 46th Ship for Southeast Asian and Japanese Youth Program in partnership with the City Government of Tagaytay City. The participants are SK Chairpersons from the various baranggays of the city. The program consists of talks and workshops about community development and civic engagement. The participants were grouped according to their selected topics taken from the nine Discussion Group (DG) topics in the 46th SSEAYP. The group themes are as follows:

② Diversity and Social Inclusion Education
③ Education
④ Employment and Decent Work
⑤ Environment and Sustainability
⑥ Good Health and Well-being
⑦ Information and Media
⑧ Soft Power and Youth Diplomacy
⑨ Youth Entrepreneurship
The PPYs mentored the groups related to their respective DGs during the program. The participants were tasked to propose a project for Tagaytay City. On the pitching session, the project proposals were critiqued by the PPYs together with the city officials who attended the activity.
